Mr Bafana Msibi, Acting Chief Executive Officer and Executive Manager: Compliance Inspectorate.

Bafana Msibi is a qualified health professional who has more than 15 years of experience in implementing and managing health care projects and programmes. In addition, he has extensive experience in leading compliance inspection work and health standards development. He holds a degree in Health Science Education and Management and is currently studying towards a Master’s Degree: Public Health (MPH) with the University of Limpopo.
He is currently the Executive Manager, Compliance Inspections and he is Acting as a Chief Executive Officer in the Office of Health Standards Compliance (OHSC). He has contributed greatly in the establishment of the OHSC, development of the National Core Standards including the review of the current Assessment Tools and the Norms & Standards Regulations.
He previously served as the Director: Compliance Inspections and Deputy Director of Women’s Health at the National Department of Health (NDOH).  He made valuable contributions to the technical and programmatic management of women’s health and inspection programmes. In addition, he was also the District co-coordinator of Maternal Child and Women’s Health (MCWH) in the Free State Department of Health - Thabo Mofutsanyane District

Mr Julius Mapatha: Chief Financial Officer and Executive Manager Corporate Services.

Mr Julius Mapatha has over twenty-one (21) years working experience. During his working life he has occupied various technical and leadership positions covering the areas of finance, accounting, human resource and general management.
This experience has been acquired in various sectors covering mining, FMCGs, NGOs, trade and investment promotion.

Winnifred “Winnie”  Moleko: Executive Manager – Heath Standards Design, Analysis and Support

Winnie Moleko a highly experienced professional nurse holds Diploma in general nursing and Midwifery; a degree in Nursing Education, Community Nursing and Nursing Management (MEDUNSA); Master’s in Education (MEd) for Primary Health Care (University of Manchester –UK); Post Graduate Diploma in HIV/AIDS Management (University of Stellenbosch); Advance Course in Health Management (FPD and YALE University) and Masters in Philosophy (HIV/AIDS Management) from the University of Stellenbosch.

Winnie is currently employed by the OHSC as the Executive Manager for Health Standards Design, Analysis and Support Unit. Between January and July 2016 she was employed by Health Systems Trust as a Senior Technical Advisor and seconded to the Office of Health Standards Compliance (OHSC).Previously Winnie was employed by Wits Reproductive Health and HIV Institute (WRHI) for 18 years and the last position she held was that of Technical Head, Health Systems Strengthening. As Technical Head: HSS represented WRHI in the Technical Task Team of Office of Standards Compliance (OSC) from 2009 - 2010 in reviewing and developing measurement tools for the National Core Standards (NCS) and piloting in nine provinces. Whilst employed at WRHI formerly known as RHRU she designed and managed critical programmes in the South African health context such as National Adolescents Friendly Clinic Initiative; HIV/AIDS management programmes (TB/HIV, PMTCT, and Youth Friendly services, Men and HIV, Sex Worker Project).

Also developed and contributed to sexual and reproductive health training materials and standards to build capacity and improve quality of care. In May 2011, was seconded by WRHI to the Office of the Director General; National Department of Health as Quality Improvement: Senior Technical Advisor to assist with quality improvement/quality assurance in support of the work of Office of Standards Compliance. Whilst in the Department she played a pivotal role in the establishment of the Office of Health Standards Compliance which is an independent entity mandated to ensure quality and safety in healthcare. She gained extensive QI knowledge and expertise through coaching and mentoring from Quality Assurance Project and Institute for Health Care Improvement. From 2001 -2003 Winnie participated and assisted in the organization and development of standards, training and facility self-assessment of Youth Friendly Services in Africa in Kenya, Ghana, Tanzania and Lesotho with International Planned Parenthood Federation of Africa Region (IPPFAR) including publication of Standards for Youth Care: A Guide to Youth Friendly Services with Dickson Tetteh K and Mpangile G (2002). In 2007 together with Melanie Pleaner developed Quality of Care Self-Assessment Tool: Standards to improve the quality of HIV and related health services at primary health care facilities which was reprinted in 2008 and revised in 2010.

Ms Alice Ngwenya: Manager in the Office of the CEO.

Alice Ngwenya commenced her career as an Administrator and she worked for Government for 15 years, managing offices that dealt with high profile matters.
She started as an Administrative officer. Hard work and dedication saw Ms Ngwenya being recognised as the most dedicated employee in her department when she became a Dispute and Strike Manager at the National Department of Health. She then joined the office of Health Standards Compliance on the 1st July 2015 as the Manager in the office of the CEO. She holds a Management Diploma, Development Management and Women in Leadership programmes (UCT).

Alice Ngwenya is a hard core unionist. She was the elected Chairperson of the Public Service Association until her move to the OHSC.

 

Certification & Enforcement

Advocate Makhwedi Makgopa-Madisa: Director: Certification and Enforcement.

Advocate Makgopa-Madisa is a qualified legal professional.  She posses an LLB Degree from the University of Limpopo, LLM Degree (Corporate Law) from the University of Pretoria and a Certificate in Public Finance Management for Non-Financial Managers from University of Pretoria.

She commenced her career as a Legal Intern for the Department of Agriculture and was later employed on contractual basis by the Department of the Correctional Services – Legal Services Division.  When the contract expired she served as a Legal Administrative Officer for the Department of Public Works and moved to the Department of Trade and Industry as an Assistant Director: Contract Compliance.

Before she joined the Office of Health Standards Compliance in March 2016, she was a Legal Administrative Officer in the National Department of Health

  

Director: Communication and Stakeholder Relations

 

Mr Ricardo Mahlakanya: Director: Communication and Stakeholder Relations.

Ricardo Mahlakanya is a qualified communication professional with a B-Tech Degree from Tshwane University of Technology and over 15 years’ experience in government sector. Over the years, he worked for a number of government institutions such as the Land Claims Commission as a Media Liaison Officer, Statistics South Africa as the Publicity Coordinator, Department of Justice and Constitutional Development as a Senior Communication Officer and later joined the Department of Social Development as the Assistant Director for Advocacy, Information Education and Communication. Before he joined the Office of Health Standards Compliance, he was employed by the Office of Public Service Commission as the Deputy Director responsible for External Communication. Over the years, he was instrumental and demonstrated skill for driving various communications, media relations, public relations and stakeholder relations campaigns.

Compliance Inspection - Routine

  Ms Matshidiso Montsho: Director: Compliance Inspectorate - Routine.
 
Matshidiso Montsho acquired a Masters in Business Administration through Regent business school and a B Cur qualification in nursing.
She is also qualified in trauma and orthopaedic nursing. She worked at various management positions at Netcare Hospitals. Her last role was as Executive manager at Clinix Health Group as well as director for Clinix Health Academy before joining Office of Health standards Compliance.

 

Complaints Centre and Assessment

 

Mr Monnatau Tlholoe: Director: Complaints Centre and Assessment

Monnatau Moses Tlholoe is Director of Complaints Centre and Assessment. He has 20 years of experience in the Public Service Health Sector, including management experience in Nursing Services Management and General Hospital Management.
He holds a Bachelor’s Degree in Health Administration and Education and he is in his final stage of studying towards a Masters of Business Administration (MBA) degree. He also holds numerous management certificates.
Among his notable achievements is his role in the implementation of the National Core standards in Primary Health Care health establishments in Dr Kenneth Kaunda District, North West and he participated in the Inspection Team for private health establishments in the same district.
He has a passion for service delivery and staff development. He believes every organisational success depends on leadership capacity and development.

Dr Grace Labadarios: Director: Health Standards Development

Dr Grace Labadarios graduated from the University of Stellenbosch in 1992 with an MBChB following which she returned to the UK, her place of birth.
She obtained the Diploma of the Royal College of Obstetricians and Gynaecologists (DRCOG) in 1996, the Certificate of the Joint Committee on Postgraduate Training for General Practice (JCPTGP) in 1999 and became a Member of the Royal College of General Practitioners (MRCGP) in March 2010.
She joined COHSASA in 2011 as the GP Accreditation Programme Coordinator and was responsible for all standards development from July 2013 until September 2015.  She joined the Office of Health Standards Compliance in October 2015 as the Director of Health Standards Research, Design and Development.

Dr Eric Maimela: Director: System and Data Analysis

Dr E Maimela: Joint PhD in Medical Sciences with University of Limpopo and University of Antwerpen, MSc in Epidemiology with University of Pretoria; Post Graduate Diploma in Health Systems Management with University of Pretoria; BSc in Medical Science (Honours) with University of Limpopo.

Dr Maimela is his PhD studies focusing on the development of an integrated evidence-based model for the management of chronic Non-Communicable Diseases (NCDs) in a rural community of Limpopo Province, South Africa.

He worked at the Department of Health in Limpopo Province under Public Health Programmes as an Epidemiologist managing Epidemiology Services sub directorate where he coordinated the Disease Surveillance systems, Hospital Infection Control activities, Communicable Disease Control and prevention, Monitoring and Evaluation of HIV & Syphilis Survey and lastly coordinate the investigations of disease outbreaks in the Province. He was responsible for providing the Department of Health management with epidemiological health profiles and he is involved in various training activities with District Health Programme Managers and Public Health Program coordinators on Epidemic Preparedness and Response. He has also served as Medical Natural Scientist, Research Data Manager and Field Epidemiology Supervisor in different institutions. He has supervised masters’ students on their research projects including field activities on disease surveillance and health care workers doing the Short Course on Field Epidemiology and Laboratory Training Programme with National Institute for Communicable Diseases (NICD). Dr Maimela presented a number of papers on epidemiology at local and international conferences.

Mr Jonas Lesetja Phoshoko 

Mr Jonas Phoshoko: Director Finance and Supply Chain Management.

Mr. Jonas Lesetja Phoshoko is a Master of Business Leadership (MBL) from the School of Business Leadership of UNISA and a BCom (Accounting) graduate from the University of Limpopo (former University of the North). He has over ten (10) years’ experience and has occupied various management positions in the field of finance and accounting. Major part of his management experience was acquired in public sector, mainly is public entities.

Mr Jay Tulsee: Director: Information Technology and Document Management

Jay Tulsee joined OHSC in October 2014 as the CIO/Director of ICT. Tulsee has 25 years of health care IT experience. Prior to joining OHSC, Tulsee held a variety of senior positions in IT with several Health organisations.
Tulsee holds a diploma in medical technology, information technology and a master's degree in business management.

Mr Phillip Moholola: Director – Human Resources and Administration
 
Mr P Moholola joined the Office of the Health Standards Compliance in December 2014. He holds B Admin Honours degree, specialising in human resources management, from the University of the North (now Limpopo University).
He is currently in the process of completing an MBA qualification with Tshwane University of Technology. He has extensive experience in all areas of human resources management, including ten years at senior management level.
